I currently have about 40 Cooper Z-Wave switches connected to a cooper hand-held controller.   The controller has a replicate network function.  Is there any way to have both this controller and HomeGenie function on my network, and is it possible to replicate the network to the Z-Stick / HomeGenie ?

Normally any ZWave equipment can connect to only one controller. It's for that you have to take off the equipment from first controller to pair with new one.

Z-Wave supports master, and slave controllers.

It is possible to have X amount of devices controlled by Z-Wave controller A, and Y amount of devices controlled by Z-Wave controller B. Then A+B can be tied together where one is master, the other is slave, and X+Y devices can be controlled all from the master controller.

I just do not know how to do that on HomeGenie, but I've seen posts from other people linking multiple HomeGenie controllers together.

Yes it's possible to report and send events between HG. You can show me a sheet of one component that can have two contollers. I am susing Fibaro and Qubino equipement and in their sheet they don't invoke that possibiliy.

My cooper "set top box" controller has a function to replicate network -- and either remain primary or become secondary.  I just don't see a way to use that feature with HomeGenie
