Is there a way to make HomeGenie  automatically restart or reboot when memory usage exceed a predefined limit, and start up again with all lights/switches in the some state as before the restart/reboot?

It might be possible to do that, but it seems like you are describing a memory leak.  If so, I think it would be better to focus on repairing the bug rather than hacking away at a remedy for the symptom.
