Group names can't contain Swedish characters (probably only eng)

Bug:
Group names can't contain Swedish characters (probably only eng). they turn into "??" characters

Reproduce:
Actions -> Configure group
Change the name of the group to something that contains åäö. example: Färg.
Go somewhere the name should be visible. Configure groups. or to the group page. name should be now be updated and contain ?? signs.

Exactly what I already reported. Same with portuguese characters: ã à ç ê õ ...
